Our History
PEMEC was founded in Hull in 2020 by Wayne Quinn, drawing on a 30-year career working across both client and contractor sides of the engineering and construction industries. Having seen at firsthand how failures between design, procurement and construction teams impact client costs and programmes, Wayne established PEMEC with a straightforward aim: a contractor that takes responsibility for the whole scope and works closely and efficiently with clients to deliver it.
The business developed its own fabrication capability alongside directly employed site personnel, giving it control of labour, supervision, safety and workmanship. PEMEC holds ISO 9001 and ISO 45001 certification, and its site teams hold current CSCS cards and CCNSG Safety Passports.
Supported by a network of specialist subcontractors, PEMEC has grown from a small in-house team into a multidisciplinary engineering and construction business working with clients across the UK.
In 2026 PEMEC purchased Beaumont House, the Hull site it operates from, securing its workshop and offices on a single owned site. The workshop's six metre eaves and roller shutter doors up to six metres wide allow large assemblies to be fabricated and moved out whole, with a secure yard for materials storage and laydown.
Today PEMEC works across low carbon technology, data centres, decarbonisation, food and beverage, waste-to-energy, pharmaceutical, chemical, oil and gas, process, nuclear power and wind power.

Working from pre-construction through to completion, he coordinates with clients, suppliers, subcontractors and internal teams to ensure project requirements are clearly understood, planned and implemented. His role includes managing contractual and commercial risk, monitoring programme and performance, and supporting the resolution of technical and operational issues as they arise. With a practical and collaborative approach, Carl focuses on establishing clear expectations, maintaining strong working relationships and ensuring projects are delivered safely, efficiently and to the required quality standard
