CDM Principal Contractor Services

PEMEC acts as Principal Contractor under the Construction (Design and Management) Regulations 2015, assuming legal responsibility for the planning, management and monitoring of the construction phase. The appointment is supported by PEMEC's own engineering, construction and subcontract management capability, delivered as a single package. 

Where a project involves more than one contractor, the client is required to appoint a Principal Contractor in writing. PEMEC accepts this appointment on industrial projects where the technical scope is demanding, and the works are carried out within live operating environments

Statutory duties

As Principal Contractor, PEMEC is responsible for the following:

  • Planning, managing and monitoring the construction phase, and coordinating health and safety throughout
  • Preparing and maintaining the construction phase plan
  • Liaising with the Principal Designer on design and design changes for the duration of the project
  • Providing site inductions and ensuring all workers are briefed on site-specific risks
  • Securing the site and preventing unauthorised access
  • Providing and maintaining welfare facilities
  • Consulting and engaging with the workforce on health and safety matters
  • Providing the Principal Designer with information required for the health and safety file

Delivery of the role

Project management structure

A named management team with defined responsibility for the construction phase, providing the client with a single point of accountability. 

CDM governance

Construction phase plans, risk assessments and task-specific method statements prepared for the scope of works and reviewed as the project progresses. 

Subcontract management

Contractors appointed, inducted, supervised and monitored under PEMEC's control, with competence verified prior to mobilisation.

Integration with client procedures

Works are coordinated with the client's existing permit-to-work, isolation and contractor control procedures. 

Competence and assurance

PEMEC holds ISO 9001 and ISO 45001 certification and is a member of CONCOM, achieving a clear pass at audit. A qualified internal auditor supports continual compliance across operations.
